About the Foundation Training Course (DFTC)

BIAM is mandated to impart Training on Human Resource Management (HRM) for the government officials of different strata. In response to the mandated provisions, BIAM Foundation is organizing Departmental Foundation Training Course for the Officials of Bangladesh Shipping Corporation (BSC). This is the 1st Batch of DFTC for the Officials of BSC in BIAM Foundation.

i) Duration of Course:

It is a 30 days long residential training course for six (6) days/ five (5) days a week and the participants are required to be present in the classroom during the scheduled classes/sessions.

ii) Objectives of the Course:

Overall:  The broad objective of the training course is to create skilled, committed, well-groomed and proactive officers to cater the demand of the clients and stakeholders of BSC.

Specific:          By the end of the course, the participants will be able to:

  • learn mission, vision, goals, objectives & reforms initiative in Shipping Sector.
  • Clear conception of department’s technical works.
  • learn the issues of day to day official correspondence, managing finance; analyzing financial statements, familiar with budget and budgetary control and techniques for long term investment decision.
  • understand the basic administrative norms, rules, policies and procedures of  BSC.
  • understand the basic component  of performance management system and other job related terms & conditions.
  • learn the various dimensions and practices in Shipping line and its  organizational development  to cope with the changing environment in national and global perspectives.
  • acquire the specific knowledge on Project Management and Procurement Rules.
  • maintain high standard of management capability which will foster to achieve the goals of BSC.

iii) Training Methodology:

The training methodology of the course includes lecture and discussion, assignment, library work, group discussion, role play, extension lecture etc.

iv) Medium of Instruction:

The medium of instruction will be English and Bangla. However, use of English will be emphasized. The Center encourages the participants to develop their oral and written English skills. It is expected that they engage themselves in free conversation in English as much as possible during the entire period of their stay at BIAM

vi) Extension Lecture:

Extension lecture will be held preferably in the evening. A number of extension lectures are conducted by both external resource persons and faculty members. The external resource persons, usually being the top civil servants of the government, share their experiences with the participants. With such exposures, the participants are expected to be well-groomed as career civil servants.

vii)Syndicate Work:

Participants may also required to carry out syndicate works. The Module Director gives the topics, which are discussed and deliberated by the group members. The group will select a Chairperson and a Secretary to conduct the exercise sessions. The exercise will be followed by the presentation of the syndicate report.

Examination and Evaluation:

i) Evaluation Method:

BIAM follows a two-way evaluation method. The learning achievements of the participants are assessed through their active participation, different tests, oral presentations and take-home exercises. The participants, on the other hand, evaluate performance of the resource persons of the course during each session and the overall course at the end of the training program.
