1. About BIAM Foundation:

Bangladesh Institute of Administration and Management (BIAM) Foundation is one of the leading training institutes of the country established in 1992 for providing professional and career development training in the field of development administration and management. Later on the BIAM converted to a Foundation by a government resolution in November 2002. It is a self financed associate organization of the Bangladesh Administrative Service Association. BIAM Foundation is mandated for enhancing professional skills, expertise and performance of the members of Bangladesh Civil Service (Administration) Cadre as well as other public and private organizations of the country.

2. Facilities in BIAM:

As a multi-faceted organization, BIAM offers an excellent academic environment with all modern facilities for creating a center of excellence.

 

2.1 Session rooms

For organizing training, workshops, seminars and conferences there are seven air-conditioned modern training rooms with projectors, white boards and other logistic supports. Each training room can accommodate 30-60 persons. Besides, one multi purpose hall with 200 capacities and one modern auditorium with 575 capacities provide added advantage for organizing larger events.

 

2.2 Computer Lab

To facilitate training and computer use efficiency there are three air-conditioned Computer Lab having capacity of 25-40 persons and one cyber café having capacity of 10 persons.

 

2.3 Language Lab

To increase English Language skills, BIAM’s air-conditioned Language Lab is well equipped with modern facilities for 40 persons at a time.

 

3. Background of Training Course:

The Department of Inspection for Factories and Establishments (DIFE) in collaboration with RMG Sector Programme of the ILO (RMGP-ILO) is intended to improve the capacity of its Labour Inspection Systems following the five main ways:

  • improvement of its legislative and policy frameworks for fire, building and factory inspection as per requirement of international labour standards;
  • equipping and imparting training to current and new recruits of the Department of Inspection for Factories and Establishments (DIFE);
  • provide support to review and improvement of the organizational structure, business process and procedures of Department of Inspection for Factories and Establishments (DIFE)’
  • support to improve the capacity of the fire and building inspectorates; and
  • support to increase greater understanding and changing attitude to gender issues among Labour Inspectors.

 

3.1Foundational training programme for the labour inspection officials is the symbol of practical cooperation between Department of Inspection for Factories and Establishments (DIFE) and RMG sector programme of the ILO. Under the said sector improvement programme, Foundation Training Course has been seen as one of the effective tools for capacity development of the labour inspection officials of Bangladesh.

 

BIAM, as an apex training institute of the country, has been selected by DIFE to provide foundational training on core issues of public service management and development. Labour inspection, occupational safety health (OSH) related issues and labour laws has also been incorporated in training curriculum, which will be implemented in partnership with DIFE and International Training Centre (ITC, ILO) Turin, Italy.

 

 

4. Objectives of the Course:

 

4.1 General:       To create a set of skilled, innovative, well-groomed and proactive labour inspection officials so that they can apply desired skill in their work significantly and improve the capacity of labour inspection system of DIFE in an ever- changing national and global context.

 

4.2 Specific:     By the end of the training course, the participants will be equipped with knowledge, better             understanding and skills on the following/areas:

 

  • learn mission, vision, goals, objectives & reforms initiative of Department of Inspection for Factories and Establishments.
  • develop an insight into the national goals and objectives through analyzing socio-cultural, political and economic development issues, strategies and processes realistically.
  • translate essential laws, basic service norms, rules, policies and procedures into practice.
  • Bangladesh and global economy, Government service rules, procedures and office management and office etiquette.
  • leading team work, negotiation and communication so that they can perform well their professional duties and responsibilities.
  • labour inspection plan, visit and reporting and occupational safety and health (OSH) related issues.
  • relevant international labour standards, national policies/programmes and labour laws. Better understanding on enforcement of labour laws, providing advisory services to the employers and workers to insure compliance and to improve working conditions.

 

 

 

 

 

 

 

 

5. Foundation Training Activities:

5.1 Participants: Labour Inspection Officials of DIFE.

 

5.2 Number of Participants: 40 (Batch-6).

 

5.3 Course time line:

 

The duration of the Foundational training course is 40 days. Hence officer need to engage themselves for 40 working days for the course. No leave is granted during the course. With a view to utilizing time of the course effectively, evening sessions needed to be organized during the weekends and also in the evening.

5.5 The  Course Administration:

 

     The Course Administration comprises of Course Adviser, Course Director, Assistant Course Director and Course Coordinator. Course Director is in charge of the overall responsibility of the course. He will coordinate with DIFE for implementing the terms of reference.

In order to meet the training objectives, the modules of the course has been grouped into the following three broad heads;

Module Two: Bangladesh Labour Law and other Laws and Rules.

Reviewing is another important component of the module one. Each participant will write a critical review of a book which is to be presented in a session where a faculty member will evaluate the participants' performance. 6.  Evaluation Method

BIAM has a prescribed system of evaluation which can be depicted here:

  • The participants will be evaluated on the basis of the prescribed evaluation system.
  • The participants will also evaluate the speakers, course administration and other aspects of the course as well as BIAM.
  • Participants’ feedback will help in redesigning the curriculum of the next course.

 

In addition, a test will be conducted to assess the pre-training level of knowledge of the participants at the beginning of the course. A post-test will also be taken to assess the achievement level of the participants.

Participants will be evaluated on 800 marks in total. Distribution of marks has been shown in the course content. Assessment will be done by the Course Management.

6.1 DG’s Evaluation:

At the end of the Course, the Director General of BIAM Foundation will evaluate the Participants. DG’s evaluation will be based on the participants overall discipline, performance in the class room & performance in the different extra-curriculum activities.

 

6.2 Grading

The National Training Policy for government officials have made it mandatory that all participants in a training course are graded on the basis of their performance and reports are to be forwarded to the concerned Department for retention in the officers’ dossiers. All assessments are based on a quantitative scale and graded in the following way:

The participants must ensure their attendance at least 95% of the instructional sessions and physical training and games. Absence from classroom sessions by one percent will result in a deduction of 10% marks. A participant will be instantly released from the BIAM for unauthorized absence in a single session. Qualifying marks in each module/subject is 50 percent.

Qualifying in all the examinations will make a participant eligible for obtaining the certificate.

6.3 DG’s Award and Merit Medals

The foundation awards a unique prestigious medal, the ÔDG’s Award’ to the participants securing the topmost position in the course by overall evaluation. The two other top position holders are also be awarded merit  medals.

 

7. Training Methodology and Training Material:

The course is conducted in the form of instructive lecture, feedback workshop and discussion to allow a maximum exchange of views. The participants are required to contribute to the discussions on the various topics included in the curriculum. Certificates are awarded only to those participants who have completed the course in it’s entirety.

 

8. Medium of Instruction:

The medium of instruction will be English and Bangla. Module One and Two will be deliver in Bangla while Module Three will be deliver in English. However, use of English will be emphasized. BIAM encourages the participants to develop their oral and written English skills. It is expected that they engage themselves in free conversation in English as much as possible during the entire period of their stay at BIAM.

 

9. Smoking or Taking Drugs and Alcohol:

The Institute has been declared as a Non-Smoking Area. Participants one advice not to smoke in the campus. Drugs and alcohol taking is strictly prohibited and any participant found violating these norms would be seriously dealt with.

 

10. Miscellaneous:

10.1 Interpersonal Relations:

One of the objectives of the Training Course is to develop interpersonal relations and foster team spirit among the officers through interactions. This will create an attitude of cooperation and fellow feeling among the officers.

 

11.  Requirements of the Course

Successful completion of the course requires fulfillment of the following conditions:

  • maintaining discipline, ethics, norms and formalities inside and outside the classroom
  • attending all instructional sessions and other training activities punctually. Participants must enter the classroom at least five minutes before the scheduled time
  • participating in factory attachment and study tour.
  • submitting factory attachment report, ‘study tour report’ ‘book review report and other assignments
  • staying compulsorily in the dormitory of the BIAM and follow the rules and regulations thereof
  • carrying and using of cell phones in academic sessions, formal functions, mosque,  library and corridor are strictly prohibited
  • maintaining stringent discipline; follow the rules of the BIAM and code of conduct.

 

Success or failure in meeting the above requirements will be reflected in the final evaluation by the course management and in pen-picture of the participants
